I'm sure there are no guaranties that this would happen for everyone that cancels, or that he will continue to be allowed to retain his notoriety, and locked weapons and skills. But, unless somebody else cancels with different results, I would feel pretty safe cancelling for up to at least a year without worry of losing the weapons and skills I had earned if it was me.
