I believe we should customize cannon types and their placements, add more realistic sail and hull protection methods, New realistic sails, guild flags, customizable flags, ready made flags, various designs around and in the ships, hull enlargement and resizing, figureheads ( magical as well ), customizable storage for ammo, custom cabins with mini games and fleet/crew management, largely explorable ship, offloading powder kegs, goods storage ( where we actually take goods from ships and actually move it with 'Shift' ), NPC/Player crew for sail, rudder and broadside management ( broadsides though will have to be NPC ), special weapons ( Harpoons, extra muskets for fending off enemy monsters, pirates, Navy, etc., repair-ability, Plank walking ( for discipline ), Crew takeover if captain is inadequate ( decided by vote, also known as Mutiny ), various tacking and speed measures, customizable wood for ship ( interiors and exteriors ), ship naming personal custom-ability ( with moderation ), special features such as oars in case of mast breakdown, customizable broadsides, gunpowder caches, lanterns, etc. ( for night and all ), crows nest and finally the ability to climb up ropes and set ropes and pull masts down in case of weather. This is what should come with Ship Customization, and i'd be happy if Disney has more on its mind.
On to the main topic, no I don't believe we should start from scratch for the ship. We should make use of existing models from which we remodel it to our gain. We should also start of by pirating and ships ( including the war ones ) by working as a merchant or Navy officer as a starter before we actually become pirates. On rare occasions if we have enough money we should be able to buy warships...
