I noticed the same thing yesterday on both the Open and Test servers. A friend and I tried several oceans on the Open servers and finally gave up. Later in the evening, I spent a long time sailing around on Test trying to find Navy galleons or frigates with another friend. We finally managed to sink two Flags (near Driftwood and waited for respawn), after rejecting the Flag Man O' War and the Colossus near Cuba. We did not have enough crew to defeat either of those.
