There is no way I could agree with you more. I hit level 20 with one of my pirates and did nothing but nades until they were mastered, which at that time was level 25. But the rest of my weapons were largely ignored and I became a VERY unbalanced pirate.
There is no reason in the world for nades to give such small rep numbers. They cost too much, do too little damage and take too long to "reload" for the return I get out of them.

Edward, I was in almost complete agreement with the tone of your post if not the content until I read this. Better Glitches? Really? We are supposed to be upset with the POTCO progress because we can't CHEAT as well as we used to?
Exactly how is the playing field SO unbalanced that we need to cheat in order to level it? This game is for 10-12 year-old kids, isn't it? I have yet to meet a challenge I needed to cheat my way through. I even did the nades quest alone, back when it was still hard. I went to jail. A lot. But it was part of the CHALLENGE. Part of the fun. Invincibility would have cheapened the experience and using glitches would mean that I didn't have the SKILLS to compete in a kid's game.
I, for one, do
NOT miss having six or seven invisible pirates on the King's Head Parade Ground, hogging all the rep. I do
not miss dozens of flying pirates raining down Staff Blasts and hogging all the bandwidth. I don't miss working fairly to level up while 3 or 4 less talented pirates are shooting from behind some rocks. You might as well be upset that Disney doesn't allow third-party hacks.
I think POTCO is a better game than it was when I started. All it is missing now is actual new PLAYABLE content. Put something in my Journal and I will be happy.
