I have had that problem with a guild member, his parental controls were not set correctly and he could not see local or crew chat, only our guild chat. So they may not be ignoring us, but it is still rude to board a ship without asking, no matter the level of the player.

I agree with you there fully. Though I may be a basic access, I ask before I go boarding someone else's ship.
