Panda3D is perfectly legal and safe. You can download it for free to make your own video games.
By the way, viewing phase files(after copying them) would only be illegal if it was impossible for you to have panda without getting that illegally.
There's nothing in the pirates rules that say you can't copy their phase files and just view what's in them.
