What's frustrating to me in these situations is that the Disney Online Team or the POTCO Community Team could (should?) use common sense. If the similar name thing is a reason (probably) then, IMO, it's ridiculous since a popular name would be in demand. Allowing players to have similar names would be a way for more Disney "Guests" to have an enjoyable experience. More ridiculous would be if the separate accounts use the same email address. Either the account was kicked by an automated process (possible), or someone complained (highly unlikely), or someone at Disney has way too much time on their hands and should be doing things that increase the Guest Experience, not take from it.
