Not only should any ship be able to board you, but you should be able to board any ship. After reaching about 1/7 of your enemies ship health you should have to choice to ditch, board and loot, sink, or threaten the enemy to get better loot. They could also add in the option to drop dud plunders you get off of ships. So much could be added into the game, and it is all mostly part of the game already.

I like the way you think. I'd love that. Personally, I think that if they add ship customization and/or player-owned forts/houses/towns to the game, when you win against a flag-ship, you should be able to 'salvage' its parts to use in your own construction.
