What Dan said is pretty good. This could be a subject of people getting rufer or having to much pride.
Also the only time I see rep stealing is when sa low level, lets say like a level 15 or lower is following me around on tormenta and attacking every enemy after I get in a few hits. It just get annoying, but other than that I dont really have a problem with people attacking the enemy(s) Im fighting.
