Boat location and the section you use don't matter. Just keep the lure moving around in the bottom right area for as long as possible.
Only reason I say location doesn't matter, one story said the fish would be by Tortuga, yet it is anywhere. And on top of that, every time you enter and exit a location, the fishes are slightly different.
