I have seen officers range in levels from 18-37 i may have pictures. The lv 18 was on kingshead and the 37 was on a colossus flag ship

I have seen a level 18 officer but not a level 37! Wow. I have seen a level 40 Assassin though, and a level 18 Kelpbrain. Also a level 20 Veteran?? LOL.
