Some people just think that if they join your guild, they deserve to be promoted. To the spare few guildmasters, they'll give the title of Officer and Veteran freely because, they don't care, as long as they get a steady supply of recruits, they're happy. That's how most guilds fall.
Those who ask to be officers of veterans are cheating themselves. In Officer Promotion, when you ask, you DON'T receive. Being an Officer means more than just recruiting a bunch of your friends, or recruiting a bunch of guildless people without a hint of thought, it's a responsibility. Officers, Veterans, and to a lesser extent, members, are responsible for their actions. Officers more so. What an officer displays to the rest of the game is the Status Quo of that guild, so it's better for GMs to promote courageous, outstanding, accountable members, not just the guy who wants to be one.
You will never be able to get rid of those that blatantly ask to be promoted, you just have to ignore them. Focus on others, the pirates that answer to the calls of their guild and help in everyway possible, the pirate who starts up crews and just heads into a cave and starts slaughtering just to keep boredom from setting in, and those who can lead when your not there.
Look for the Diamond in the rough, you never know how many diamonds you'll find.
