I am Level 29 with 19-20 in my weapon skills.
I'm still getting good enough gains on those crabs to get my weapons to 20 and certainly enough in the lower levels.
Your High Notoriety is hurting your gains. But i would suspect even more that your not using the right skills when training.
Look at the Equal Leveling Thread to see what is generally used to train.
