Well elect members when more guilds are in the collective also only gms can sign up there guild for the conclave. As for the permanent members of the counsal it will ne any guild with a sub fourm
Information no longer valid unless someone wants it spicificly in which case it will be reconnoitered as both del and I now relize it wasn't the best idea
