Look for EITC Sentinels (light galleons) or Corvettes (light frigates).
Sentinels can typically be found in the waters between Port Royal and Cuba. I find it's usually quicker to tp to Cuba, than board my ship and head back toward PR.
For Corvettes: After leaving port in Tortuga, turn toward the left and sail straight out. It shouldn't be long before you see a Corvette. They spawn in that area, and there are rarely many higher level ships around.
