A question first couple of questions, then an application submission.
Can a Conclave representative pirate be a basic access pirate?

My unlimited account is full of higher level pirates at this time and I do not wish to move any of those from the guilds which they are in. I'd prefer to create a basic baby pirate as my Conclave representative pirate.

Also is there a minimum size requirement for the guilds of which these pirate represent? My guild has been dormant for nearly two years, but that is subject to change.
