Ah... Officers. About time someone touched on this topic. BAD OFFICERS destroyed our last guild. BAD OFFICERS could destroy this one. That is why only people from our own guild who we believe are trustworthy, or somebody who is extremely dedicated to a sense of duty may be CONSIDERED for this rank. I only am because I was a member of our old guild, and an original member of this one.
Many times, people ask the GM, no ask isn't the right word... BEG the GM to be officer. There is a no of course. Then they throw a temper tantrum and leave (before I get a chance to remove them of course) Only members level 20+ up or ones who have another pirate 20+ and can prove it can be officers also. We often hand out Veteran rank a lot to members with no infractions, simply because it boosts morale.
Veteran rank hand outs may or may not be a wise choice depending on your managing style. If you hate troublemakers like nothing else, and have a complicated infractions system up; then go ahead. If you are quite layed-back on this subject, and don't like to get in these little squabbles; then this tactic isn't for you. Remember, Veterans can still invite whomever they want. Keep that in mind.
