I've long had this question too, and still have no answer. The potco wiki says "Powerful is a special ability that can be found on the old weapons (before El Patron's Lost Weapons). Since the new weapons have much higher attack power than the old ones, this ability was given to the old weapons so that they still live up to their former glory (They deal approximately the same damage as they did before)."
If this is true, maybe the powerful ranking is some sort of multiplier. Probably, like you, I want to be sure of what it means before I trash a weapon.
Any one else know what the powerful ranking does?
