Actually, it doesn't leave tormenta out. In fact, more people have found the legendary blades on Tormenta than they have Raven's Cove. Just look on the POTCO wiki, where someone found a behemoth blade in the gold room with the four davy jones enemies.

Then why would they change it to just say Ravens Cove when it used to say to find them on Tormenta and Ravens Cove? I don't care either way I know they used to show up on Tormenta just wondering why they left that out this time.
