Mates, if you are an officer or Guild Master, part of your duties should include watching after your younger members and warn them of this stuff.
As much as one may not like going to Tortuga Abassa, it's the social hub. Check up on your members that frequent it when you can and make note of any pirate whose appears to be trolling.
Disney can only do so much and they are doing just about everything they can without making the game unenjoyable. We all can be pro-active.
