Jolly Roger was once a human pirate who wanted to become one of the Nine Pirate Lords. However, Jack Sparrow got the spot instead. So Jolly Roger conspired with a Voodoo Witchdoctor to steal Jack's Piece of Eight in a game of poker. However, Jack won the game anyways, so Jolly Roger shot the Witchdoctor, thinking that he had betrayed him. During the witchdoctor's final moments, he had placed a curse on Jolly Roger that rendered him Half-Man Half.. Something else..
Davy Jones and Jolly Roger's story's are very different.

Yeah, you could say Jolly Roger is a bit of a Davy Jones/Hector Barbossa wanna-be.. But in his defence, Queen Narissa from Enchanted is also a Villainous Wanna-Be(Maleficent from Sleeping Beauty and Queen Grimhilde from Snow White).
Kinda funny with Jolly Roger. I noticed that he is also following in the footsteps of another Disney Villain who is not well known: The Horned King. Think about it: Both are skeletal. Both are raising an Undead Army.. Although the Horned King needs the Black Cauldron in order to resurrect his army of deathless warriors.. Jolly's just got the voodoo..
