I'd have to agree with Davy.

Let's think purely in the scheme of the Caribbean. Think of it as real, with the motives and the moves of each group in the Caribbean. It's like chess. Each player has their own style of moving.

Here, we have Jolly Roger; He has strength through his army that is forever growing. He is not afraid to use it. Roger relies on brute force to get his job done, so that his army continues to grow and grow and grow. All he wants is to rule.

The Navy is there because they are ordered to be there. They protect the King's investments in his Empire. They don't have to do anything else; technically, they already rule. All that's in their job description is to strike down anyone who disturbs the peace and threatens that rule.

The EITC are rather like the Navy, but with a more sinister edge. They work for money. They will work undercover to get what they want, not through brute force. If they were to work through force, and force alone, they lose their money and their power. There's no more influence for them to work.

Now, back to the original question: Why doesn't the Navy fight with us? Because they don't care. Pirates are getting killed off? Brilliant for them, there's a lot less work for them now. As long as they have their legal power over the islands, they don't care, go about your merry way. All they need to do is keep the King happy.
