The fleets appear in set places, but they appear in a different set place each time. If you need help finding one, you can use your map and they'll have a grey/red marker of it's trail. Red is where it has been or currently is, and grey is it's intended route.
And the configuration of the weapons have gotten rid of the familiar F1 = Sword routine, but this way you can have an all-gun weapon belt, or all-sword, etc.
