Your firewall may be blocking the launcher from accessing the internet. To see if this is the case, try turning off your firewall (and make sure the built in Window's firewall is disabled, both should not be on at the same time) and then starting the launcher. Turn your firewall back on after the test.
If it worked, you need to add the file launcher1.exe (in the game's folder) to your firewall's list of trusted programs or whatever your firewall calls it. While there, add pirates_online.exe to it as well (check your firewall's help for instructions on how to do that, they all go about it differently)
If it did not work try this: in the game folder, delete the cache folder and the file phase_1.mf and then restart the launcher. This should force it to download and reinstall the core files. If it still fails, try one more time to make sure you are using the freshly downloaded files. If it still does not work, you should try to uninstall and reinstall the game.
