Another reason IMO that we now have more of these instances where pirates come up and get into it with others while looting or leveling is because of the number of high level pirates now and because of the looting system.
First of all back in the day there were not as many mastered or high level pirates or high powered weapons around and most people actually needed a decent crew to take down enemies they wanted. Also the loot system was not in place and the aggressive nature in which some pirates try to "claim" there turf was not as strong. There are many more pirates trying to loot or level by themselves than ever before not saying it's wrong just a observation.
So the nature of the game has changed whether right or wrong and probably will never go back to the way it was.
