It wasn't a bug Jack, just misinterpritaion of what he said. It said "reutrn to Tia Dalma after all parts completed", but he hadn't went to Fort Charles to get the wire and pitch yet. ^^
We figured it out while you were gone cause I told him to tell me the journal quest word for word.
