First off good luck with your guild Dog! I have been GM twice and I have failed miserably.... Mostly all noobs, but now my brother started Elite Ones and we are on the leaderboards daily. I have some tips that might work depending on from how you take it. Some may like it some will not.
First, quality over quantity is
very important. But first, we usually guilded every guild less person we saw, no matter what.

By doing this, it allows some higher levels to join because some people like guilds that are huge, so it makes them happy that they have a guild with a lot of people in it. But when our guild gets active members, the GM will do a guild sweep. (This is just my opinion, and so far, it is working great.) Also, it is great to have rules and rank because it starts to stabilize your guild. Also, having some meetings and events help make your guild members active and friendly.
