No you were not I had a lvl 20 pirate went to fort charles to get grenade quest stuff and it was unbearable i got attacked from enemies at the other side of the fort it was horrible i got swarmed by like 10 veterans 4 grunts and others it was just unbearable it would have been horrible for low lvls and i was a lvl 22 it just wasnt a smart update they increased it too much
