I believe the highest poker blinds/blackjack table limits are on Padres.
I don't play too much poker (except for quests) but the max bet for blackjack is 500.
Next is Cuba but I'm not sure of the levels.
Then there's Port Royal/Tortuga.
Of course I didn't figure this out until I had completed most of the card quests but if it helps someone else then all is good.
Of course you still have to get to PDF which can be a pain (unless you know someone with teleport to PDF)
