What i think happened dis that after the Flying Dutchman was sunk, part of the crew jumped ship at Isla Tormenta, turning them into fish people again. I guess they were dying, so Jolly made it so they would be his elite hit team is exchange for them to be kept alive.

I think ur exactly right, because at the end of the 3rd movie there was very few crewman if u looked carefully. And i remember about like what 100 on the ship? Like barely anybody were on it. or am i wrong?
