Get from bottom to top? Well, first go to Tortuga. Then go to the gun shop by the gypsy. Jump into the counter of the cashier. Then, There is a barell at the under the place where the staircase is. Jump on the barrel and walk. It automatly takes you to the top. It might not work though.
