Not necessarily, sometimes they just do these events just to keep people loving the game, and not being bored. Remember that Black Guard event? What was that linked to? Nothing, in fact, we haven't even seen them very much since then. A
long time ago, Captain Walter was held up at For Charles and the pirates helped him escape (I was there. xD) That didn't lead to anything either. Hopefully it can lead to something, but I doubt it.
