I'd love to feel like the hunted rather than the hunter sometimes. This way I actually need to keep an eye out behind me.
Oh, and now that I think of it... think of all the quests that this could be used for...

I think this is the most likely. At the start, it shows the pirate sinking NPC ships, then gaining .... skulls on their flag, then getting chased. It might work the same way, as you mentioned.
I wonder if the Hunters drop nice loot..... lol After all, they are bountyhunters = lots of items
