(privleges), 'tis important to take in consideration that when you raise the bar for basic, you increase it's value compared to unlimited. Giving more ship options to basics would be a good thing to add along with the SOTL though, so it could be possible. However if you're basic the entire time and haven't gone over level 14, I'd assume you wouldn't be a high enough level to sail warships anyways, but for basics who've already reached the point in which they can pilot those ships, I guess it's a possiblility.
Also, about your captive idea: imagine if you dropped them off at Kingshead.
