I don't think you understand the situation very well. Which developer said the game was set inbetween the first two games? Could you please elaborate and provide some links to the POTCO site where a developer mentioned the game being stuck in between two movies?

Many people fail to realize that online games can't be limited by the timeline in order to survive. If the game were stuck in between two movies, why not make a console game? The whole point of online games is being able to play an almost endless amount of content, which means you CAN'T be limited by the storyline.

The Kraken has been promised for some time now but we're talking about a huge update. The Kraken would have to come with a second story quest, making way for Davy Jones and more islands.(there are seven more mysterious islands in the phase files)

Even the model of Davy Jones sits in the phase files with idle animation. I don't understand why so many people become stubborn about the time line. No one ever said we were "stuck" in between two movies. No one has ever said that, it's a complete assumption made by players because they haven't seen the second story quest.

Also, with the addition of Raven Cove's, we see the potential of making NPCs disappear when we "kill" them. Why hasn't will disappeared if he's the captain of the Flying Dutchman? He still sits in a warehouse where you can talk to him. We are NOT stuck in between movies but we ARE stuck in a phase of no new story quest.
