But are any of those 5 accounts (For NT, XP, Vista, etc) the administrator of the PC?
Another possibility is that after the first install failed, the remaining installations detected the files you mentioned and assumed the game was already installed. You can try deleting the entire
c:\Program Files\PiratesOnline folder and try the installation again.
Before you do, there should be a log file amongst the files that did make it to the PC. This file may tell you exactly why the failure took place. Look for any file in the PiratesOnline folder that has a .log or .txt extension and open it in notepad. You can also copy that text here for us to to look at.
Another thing, you need to ensure the internet connection is active before running the installer as most of the install files are actually pulled from the internet.
