In its current state, I don't think adding to the storyline will really add that much to the game. The quests do an admirable job at regulating access to content; but, let's face it, they're just chore lists. Additionally, with treasures not currently adding anything, they also don't drive much interest for me. The environments are duplicated, and given some slightly different textures and objects. Considering only the existing content, it isn't unreasonable to think that a semi-dedicated, organized player could churn out 4 pirate masters per year.
If this game has any hope, then it's in emergent uses that don't cost them their core audience, or any jeopardy to their brand identity. Other than that, it would seem to be at least 3-4 major quarterly updates from having the kind of content that would keep a single character occupied for ~1200 game hours (over a year) or more.
I, also, don't plan on purchasing unlimited access to far in advance; however, I also think there are opportunities for emergent play that have not been explored yet.
