Maybe they meant the scoundrel hat? Both basics and unlimited are happy... Or at least, in theory, they should be.
If ship customization does come out, I'm sure basics would get something too, kinda like weapons. Crude = basics, common-legendary = unlimited.

Well, in theory, you need unlimited to both sign up and keep the access.
Gotta love bugs though.
I can still get onto test when I'm basic. The person you saw was probably me.
