Alice is correct; even without the use of Leadership, you can't click on skills right as they recharge because they aren't recognize as "charged" yet, mainly because of server lag (the principle rule of lag is that no matter if you can see it or not, there is always a little lag lingering around.) I'm sure if they correct the server lag issues, skills will revert back to being able to be used on time.

Even though you can't see your opponents on other ships, I've always been under the impression that grape shot works on stunning the general area of the attack - for example, if I'm gunning on one of the forward cannons of a War Sloop, and the grape shot makes contact with that area, then the area engulfed by the grape shot is stunned. This may seem confusing, however, as grape shot has individual damages when it comes to using them against NPC's, but I think that just as how damage is different between SvS and SvE, so is the use of grape shot. (Plus Shrapnel does work on grenades )

And remember, just because a skill necessarily says that it will increase the likelihood of you dodging an attack does not mean it will happen. If I maxed a skill that gives me the probably of dodging 10% of all enemy attacks, that doesn't mean 1 in ever 10 attacks will be dodged - it means I have a higher likelihood I will dodge an attack. Just because something is likely to happen doesn't mean it will, which I believe we all know in reference to a certain thing we call looting

I don't like to see skills that do not work because there has been no new skills since the game came out and for them to not work is the last thing pirates needs.
Just as a side note, I never saw the need for new skills. It's not like there are many new skills that we would be able to have in the first place, considering the majority of all attributes that may be added to our pirate can be found in current skills and passives (unless there's a whole new profession kind of update that I fantasize about, but I won't get in to that.) Right now, I do not find a priority in new skills, as much as I find a priority in fixing all of the current bugs we have in game. After that is established, let's let our imaginations run free
