Pvpers only use fast switch for Bladestorm, you can't and no one uses it with any other skill/weapon but Bladestorm.
- I don't know if this is just for test servers or if it ever going to come live, but if its just on test, not many jumpers play test, so I guess you can. But as long as it doesn't come out live.
