The curious thing about the ship at sea story is how they found this person among the countless ships. I can only guess that they are somehow connected to some of your guys where they can then check on which server they are on - then sail out to be a pain.
Which means, that either someone is unwittingly associated with these problem folks - OR - you have someone in PNC who is a problem.
And I've been there on the old guild spy garbage.
