I think Davy Jones would only work if he was placed on the Flying Dutchman like the QAR worked. He can't step on land, so they really could only place his First-Mate on Tormenta. Maybe there could be a big Davy Jones event where he invades instead of Jolly Roger... or something like that, and it would happen once a year.  (obviously it would probably include GM's)
