I think there is one fun thing that the developers of POTCO have missed out on.
Sacking towns!
What is the first major action in Pirates of the Caribbean: The Curse of the Black Pearl? The crew of the Black Pearl attacks Port Royal.
Why don't we get to do anything like that? Why are there no "enemy" towns in extra islands or on some mainland on the edge of the map where we can have violent fun? Get a crew together, sail into the harbour, shoot up the place, then run amok. Treasure to be found. Maybe even some ship-building materials if you take the blacksmith, the sailmaker, the dressmaker, etc.
You're not a real pirate until you've set a town ablaze. Why does Jolly Roger get to have all the fun?
(And you though women were gentle souls? Three hundred years ago, in North America, the worst thing that could happen to you is if the natives captured you and turned you over to their women for torture.)
