Not quite. New computer is best because it has more RAM and a faster processor. That is true.
However, it still needs the best video card to clearly draw it at the highest quality. Depending on which video card you have, ATI or nVidia, you need to launch v9 first to see if it works 'smoothly'. If it doesn't which you can test at sea, then choose Open GL because your card uses it. Either x9, or Open GL will show great visuals, but its how smooth they perform according to its native hardware that will determine it.
