Kingshead Secrets
Actually there are a TON of unfinished sections of Kingshead.
Some years ago, you could visit a secret back entrance. It was a cave and dock on the far side. It seemed as though it was meant to connect with one of the tunnels near Remington.
I suspect that the jail and the assassin in it were part of a quest where you had to slip in and out of KH through that secret entrance, get to the jail and out.
Look at the sheer amount of places in Kingshead that don't do anything. There are lots of store fronts, houses, tunnels, and hidden areas.
Chapter 2, if it was ever going to happen probaby figured to use KH heavily. Next time you are there, look at all the places that look unfinished.
