This is seperate from toontown games. It's an online game, an MMO, just comic-ish style (much different than the rest, boy is it)... it isn't
part of toon town. Disney is not going to say "oh, you pay for toon town, hey! you'll get the free upgrade for POTC paid version!" That's not how online games, nor MMO's work. That's why SONY has what's called the Station Pass (mulitple game access).

It's all the same game, they didn't develop two seperate games for this... Pay or not...
