If I ruled the Caribbean, I would build a palace that also doubled as a ship, then make a fleet of ships made from Spam cans and clone myself to ensure that I had enough people to man the ships. I would take over Kingshead and it would serve as my new fortress. I would exile the Navy, EITC, and the Skellies before letting pirates inhabit all of the overrun islands, that have now been cleared. My ship would anchor in Tortuga harbour and act like a palace again until I felt like moving.
