No. Crew bonus just gives you more reps. Treasure Sense determines how valuable your plunder will become. If you max that and equip yourself with a Famed Golden Charm (+3), you'll get the highest bonus available to get the most valuable loot a pirate can ever plunder.

It's still random as to what you'll get in a Skull Chest as well as which mats you'll get the most. Having a crew of good gunners though will help you sink those Hunters and Warships faster. So I wouldn't recommend just anybody to get on board. Get some friends instead.
