Public Ships Question
When you press shift to launch a dingy to your ship, friends, crew or public quite a few times under public ships I have seen some that have cargo but no crew, these ships I have never found in the caribbean so my question is this, are these ships either:
Glitched Public Ships
GM Public Ships
Public Ships on Test Server?
