This is standard - those under 13 cannot read Local Chat from anyone over 13 (or registered as an Adult Account) - wel all know - its a pain
To talk to them in Local - you must use the + Plus Sign filter on your chat window (click the square beside the skull when the window is open)
You can't wisper to 'underagers' either - unless the + sign is turned on - but not sure if this is what you were saying or a possible bug in that window with the new Wisper feature... so I'll leave this one for you to test
